A new class of insurance focusing on rehabilitation is needed to
tackle the crisis in employers' liability insurance, according to Brendan
Barber, general secretary elect of the Trades Union Congress.


Mr Barber said insurers should help employers look at the benefits of
rehabilitation. He called for the government to make it compulsory for
employers to calculate the costs of their health and safety system and
have a rehabilitation policy.


Mr Barber said: "Reform is needed to make workplaces safer
