Mike Williams, chief executive for the British Insurance Brokers' Association, has called for brokers to pull together, cut costs and invest in training in order to combat the problems of a shrinking market.
Mr Williams made his comments at a seminar on changes in employment law, presented by BIBA and the Society of Fellows in Chester on 14 September.
