the earliest before the General Insurance Standards Council gets the green
light as the industry's sole regulator, but this is by no means a
certainty.


Delay has followed delay. Implementation of the rulebook was supposed to
happen at the beginning of September, which was moved back to October then
scrapped altogether as the regulator awaited the Competition Commission's
decision on the controversial rule F42. Expected at the end
