We fully appreciate the comments made by Mr Bowhay as we have had similar discussions with the government. This is a different offence to uninsured driving; it is for being the keeper of an uninsured vehicle. Hence, the different process and fine structure.

The reasoning behind the warning letter is that there could be many instances of innocent mistake - for example, a car has just been sold, a digit on the registration is wrong, someone forgot to put it on the Motor Insurance Database (MID) or
