Brokers are "duty-bound" to turn to the capital markets if insurers cannot drive out operational inefficiencies, warned a panel of leading industry representatives.

Insurers were told that a failure to increase the flexibility of their capital base and respond to customer demand would encourage other "unconventional" markets to enter the insurance industry.
