The Office of Fair Trading (OFT) is to begin a detailed probe intothe employers' liability (EL) market amid fears that millions of workersare currently without cover.

Research by Axa last month estimated that 210,000 small and medium-sizedbusinesses were operating without EL insurance. The OFT said theirinvestigation would be wide-ranging, but would not interfere with asimilar review planned by the Department for Work and Pensions.

Unions have welcomed the OFT's action. However, the ABI said that
