Local authorities (LAs) are largely under prepared for the impending Civil Contingencies Bill, according to a new survey from Marsh.

The Bill, which Marsh predicts could be introduced as early as this Autumn, will replace the current unstructured emergency planning legislation, enforcing LAs to implement strong risk management and emergency response procedures. It will also require them to be able to provide information and advice, and promote best practice continuity management to the community
