Still no ruling on EL reform
It would be harsh to say this is the point where the consensus breaks down. It has not been tested hard on that point.
Reform of employers' liability insurance is creeping up the politicalagenda. The government might have hoped to see the issue ebbing away
during 2003, but if so these hopes must be fading fast. Pressure is
continuing to mount from business sectors hard hit by the increases in EL
premiums and restrictions in the availability of cover.
The message that reform is essential is getting through to ministers,
civil servants and backbench MPs. It has been helped no end by the
consensus between insurers
