The Financial Services Authority is to investigate around 4000 secondary intermediaries that failed to become authorised by January 14.

It is pursuing a number of leads, which include contacting secondary intermediaries that registered with the FSA but did not apply, speaking to insurers and the General Insurance Standards Council and trade organisations.

A spokesperson for the FSA said: "These firms are not necessarily guilty of selling general insurance products; they may have become appointed
