An insurer's pool for employers' liability risks is now inevitable,
according to Andrew Torrance, general manager of Allianz Cornhill, despite
two recent governmental reports ruling there is no crisis in the
sector.


Torrance said shareholders can no longer be expected to fund such an
unpredictable class, explaining: "We are going to have to accept some kind
of industry pool for these risks until the capital starts to flow back
in."


He added: "The EL market should focus on separating the long-tail
