The government is planning to make it an offence to be the registered keeper of a vehicle on the road without insurance. Under the new law, to be added to the Road Safety Bill, all taxed vehicles will need to be insured unless the driver declares a Statutory Off-Road Notification and does not drive the vehicle. The Association of British Insurers' director of general insurance, Nick Starling, described the move as: "Excellent news for all honest motorists."
