unable to get any cover at all and the prospect of many more having the
same problem looming large. Brokers and insurers are demanding solutions
from the government, with the British Insurance Brokers' Association
calling for a pool of risks for employers' liability. This effectively
suggests insurers go back to the old mutual idea, with those afflicted by
problems paid out of a collective pot.
