Congestion culture hazard

According to research from RAC Legal Services 18% of motorists have complained that congestion increases their accident risk, as it reduces visibility and leads to stop-start driving conditions. In addition, 22% of motorcyclists and 17% of cyclists claimed congestion was an accident risk.
