Councils must prepare for an increase in corporate manslaughter prosecutions against them, according to public-sector risk-management association Alarm. The warning comes after the country's first prosecution of a public body in a corporate-killing case. The Barrow case was a claim for the deaths of seven people from Legionnaires' disease contracted from an old air-conditioning plant at a council-run arts complex. Alarm said that the Barrow case could represent a turning-point in the way courts
