The Association of British Insurers has called for a radical overhaul of the multibillion-pound compensation system. The move, outlined in a document entitled Care and Compensation, coincides with the Compensation Bill - currently at the committee stage at the House of Lords.

At a recent briefing, Stephen Haddrill, director general of the ABI, set out the need for action as "The current personal injury compensation system is not working," he said.

The ABI has suggested that claimants for injuries
