The culture of commercial underwriting in the London market needs to change if insurers and brokers are to meet the Financial Services Authority's (FSA) contract certainty regulations, an industry source has warned.

Tracey Robinson, vice-president, md of Skywire Software for EMEA APAC, said the FSA has threatened regulatory action if firms do not provide fully agreed documents for 85% of all policies before policy inception - but it had not made it clear how to make that happen within individual
