One of the world's largest brokers has attacked the chief executive of the Environment Agency following her speech at a joint conference of the Association of British Insurers and the EA in September.

Aon hit out at Baroness Young after she suggested the agency wanted insurers to refuse to insure commercial and residential properties built on flood plains.

Bill Gloyn, chairman of European real estate at Aon, suggested that the Baroness was shifting the focus onto insurers in an attempt to shirk on
