The General Insurance Standards Council has confirmed that it will go
live on a voluntary basis, without any formal empowerment, but it will not
reveal the launch date until after the next board meeting on 9 March.


At last month's board meeting, it was agreed the council would not be
ready to submit its draft rule book to the Office of Fair Trading by the
end of this month, the deadline for qualifying for "transitional relief"
before the Competition Act comes into force. Submitting the draft rules
