The government has no way of measuring the extent of the problem
caused by the lack of capacity in compulsory employers' liability,
according to Association of British Insurers liability manager Tim
Humphries.


The ABI is meeting with the Treasury on a regular basis to discuss the
availability of this type of insurance but, said Mr Humphries: "We haven't
been able to quantify how many people can't get cover."
