Newly-appointed chief financial services ombudsman Walter Merricks
has promised to address concerns about potentially high levels of
bureaucracy within the Financial Services Ombudsman Scheme.


Mr Merricks, currently the insurance ombudsman, said he wants to create a
"responsive and flexible" system incorporating all the positive aspects of
the IOB.


He added that it is imperative that hearings under the new
all-encompassing scheme do not become too tribunal-like. Under the remit
