Low investment returns and rising costs will force more insurers to exit the market in 2004, according to Laurence Mutkin, head of fixed income strategy and research at Threadneedle Asset Management. Mutkin predicted that European legislation on risk-based capital, Basle accounting reforms and the Financial Services Authority will add to insurers' financial burden at a time of very low investment returns.
