St Paul is trying to move away from a commission structure for
brokers, according to deputy general manager David Bevan.


Mr Bevan said: "We are encouraging our medium to large commercial brokers
to work on a fee basis, net of commission. We would rather avoid the whole
commission question."


Brokers' commission has come under the spotlight recently as insurers
argued that rising premiums should be matched with falling commission
rates.
