Employers' liability rates hit the conference agenda with "the market
not hardening, but turning to concrete", according to Dennis Mahoney,
chairman and chief executive officer of Aon.


Mr Mahoney said the premium increases in EL are evidence of structural
change, not the insurance cycle. He added: "EL specifically needs a fresh
regulatory approach. Perhaps we should switch it from a third-party
response to a first-party one. We cannot be the safety net for society.
