Most brokers acting legally

- Just two brokers out of a possible 1,700 were found by the regulator to be 'wilfully acting illegally' in its review of unauthorised practices. The Financial Services Authority reported a 'positive' outcome to its nationwide investigation of general insurance business. It also found 14 secondary intermediaries to be unlawfully trading.
