Taking regulation to the extreme

Tony Cornell's comment last month struck a cord (Insurance Age, May, p20) - why is it that the 'big boys' always win in the end? There was undoubtedly a need for regulation, but talk about sledgehammers and nuts. I guess Eliot Spitzer's fall from grace has not opened the eyes of the Aons and Marshs of this world, to the irony of it all.
