An industry panel of speakers has also been enlisted to debate the changes to regulation, including Towergate's Andy Homer, Bluefin's Stuart Reid, Willis' Brendan McManus and Biba's Steve White.
This year's conference and exhibition, being held at Manchester Central on 11-12 May, will feature four keynote sessions over the two days.
Greg Case and Ed Stafford will speak on Wednesday. On Thursday morning broadcaster and publisher, Andrew Neil, will chair the debate on the changes to regulation.
