Commercial insurance has come under the regulatory spotlight, with the publication of a discussion paper on transparency, disclosure and conflicts of interest in the commercial insurance market.

Despite the fact that an independent report found that commission disclosure could not be justified on cost-benefit grounds, the Financial Services Authority (FSA) has published the paper to address the wider concerns it has about inefficiencies in the market.
