Garages and retail outlets may be admitted into the British Insurance Brokers' Association (Biba) as part of a mass membership drive by the body under moves to improve its lobbying power with the Government and regulator.

Insurance Age understands that a specially convened Biba working party is considering allowing secondary general insurance intermediaries - estimated to account for 40% of the 10,000 Financial Services Authority (FSA) registered intermediaries - to be given a status such as
