The Arson Bureau has produced guidance for hostel staff on theaccommodation of known or potential arsonists, many of whom will be
referred to hostels on their release. The booklet comes as research by the
APB shows that 20% of all arsonists suffer form some form of mental health
problem. The Bureau claims that few hostels have any procedures to
identify or counsel potential arsonists.
