I was recently in a discussion with a parent who had tragically lost his son in a motor accident. The driver who caused the accident was 27, and had held a provisional licence for 10 years, was unsupervised at the time of the accident and had a motor policy with a major insurer with driving restricted to insured-only driving (IOD).
The father blames the insurance industry for the accident, because it allowed a provisional licence holder to drive without adequate checks, and the insurer had issued
