In February, the British Insurance Brokers' Association (Biba) was warning the industry that time will soon be running out for those who need to apply for Financial Services Authority (FSA) regulation. Branko Bjelobaba, Biba's regulation and compliance consultant, said at the time: "Something is not quite right. With the FSA having started accepting registrations and applications, the total number of registrations looks extremely low. This is alarming."
